It probably is better than D1 vanilla but that is immaterial really, You're supposed to learn from 4 years of experience on a series, not regress, go forward, not backwards.
This isn't about lack of content - that will come with time. It's the inexplicable dismantling of popular, successful systems that were refined over three years of D1 development. That's the problem.
Sequels are supposed to improve on what went before, not press the reset button and go back to square one.
