Heroic public events and on some occasions strikes when they ask to run some. I have heard some people see more exotics from non heroics but since he is always in the same events as us I know heroics drop rates for exotics can't be bad at all.

I pretty much just do heroic public’s and cash in raid keys for mine... get tonnes. Sure I only get repeats but on my warlock and titan I’ve started saving exotic engrams “just in case”.
