Was still running into this after 1.0.6.2 hotfix.
Decided to play around a little bit after noticing that everyone with the issue is on newer NVIDIA cards.
Additional troubleshooting removed CVARS.xml , issues still happened.
Turned off G-Sync in NVIDIA Control Panel. SOLID 100 FPS, issue gone.
Turned G-Sync back on, in NVIDIA Contorl Panel. Problem came back jumping around for FPS and stuttering.
Lastly, Turned off G-Sync in NVIDIA Control Pane againl. SOLID 100 FPS, issue gone.
I will be leaving G-Sync off.

Edited by RubiiX: 11/7/2017 10:22:52 PMThe big hitching is gone for me but there still seems to be a very minor intermittent stutter ever 5 or so seconds. Barely noticeable at lower frame rates but at 144 frames it is noticeable. I will turn off G-SYNC and see if that helps. It seems like G-SYNC is becoming more and more problematic these days.

I tested, turning off gsync does not help.

I have gsync on and don't have any issues may want to try a different driver if you're on 388.13

Edited by Billfenton12: 11/6/2017 9:37:33 PMRemember you should expect more dropped frames, as the world is no longer barren and the server and CPU is having to actually do some work in loading in other player data. If you're used to playing MMOs you learn even with the most beast machine you can still expect frame dips when things get populated.

The big hitches seem to have stopped for me. There still seems to be a memory leak but it's quite reduced. Playing in open world using Rifts and doing public quests for over an hour (before it happens every 30 seconds to 1 minute) i5 3570k and 980 ti.
