Anyone help please! same crap frame rate no matter what my settings or resolution - decent pc

GPU: R9 390x - XFX CPU: 8350 o.c. to 4.6Ghz - water cooled - tried it not over clocked as well Ram: 16GB 1866Mhz Issue: Everything worked great in the beta, I was even getting around 50-60 FPS with my triple monitor set up at medium/high settings (only tried this just to see how it was working, I normally only play on 1 screen). With the actual game, I cant break a constant 60 FPS even on 1 screen set to the lowest settings at 720p. The frame rate stays the same (28-68) within 1-3 frames no matter what the settings or resolution (I tried them all 720p - 4K, Low - highest and every combo in between) I have tried both of AMD's new drivers 17.10.2 & 17.10.3 I know it cant be my CPU because cpu monitoring says it never really goes above 40%-55% usage. I have no problems with any other games that I have played I did a full registry repair and system scan just to be sure PC is fully updated, even forced the Windows 10 fall creators update to see if that helped My internet is 100Mbps + up and down, so not that Just want to know if anyone has any suggestions on what to do because at this point I'm kinda at a loss of ideas. please any help would be appreciated

    yo ! My frames suddenly rose from 32-35 at the Farm, to constant 50 after the Creators Fall Update for WIndows 10. The version number is 1709. You should try it. *Edit Sorry after tabbing out of the game, they went back to normal..... ':D
