Funny thing is it's really bad with 388.13, I'm going to try and roll back.
Edit: I installed the update during patch downtime

Reverting back to 388.00 fixed the micro stuttering and it feels smooth again. I did hit one big stutter once in a crucible match but it could be related to something else. Definitely try it out.
