I have seen various posts on other forums explaining that your gear/power level doesn’t matter past an activity’s recommended power level. I have also seen a youtube video showing evidence of this, as the player used two copies of the exact same weapon but with a 20+ power difference that did the exact same body and headshot damage in everything but the prestige nightfall and raid (his power was 301).
Is it common knowledge that this is how gear and power level work in Destiny 2? Is there a quote from Luke Smith or any other Bungie dev explaining or confirming that this scaling mechanic is present in Destiny 2?

Research Delta Scaling. Once you hit a certain power level, your damage done, and your damage taken scale to the max recommended power. If you go into the raid at 300, you will be scaled down to 280. Bungie hasn't really talked about it, but it has been proven.
