I somehow managed to get through the entire story before noticing it, though it's probably anecdotal and I was lucky. But now every time I log in to do some public events, I'll eventually "catch" the stuttering/choppiness problem and it only gets worse from then on. When trying to just grit through it, it will get noticeably worse up to the point of not being able to play effectively. I have an R9 290 and my FPS is reported in the 30-50 range, even during the stuttering.
