blizzard seems to be the ones giving out the refunds. I got my key through greenmangaming and attempted to get a refund but they said no citing their no refunds policy which sucks. so all I can do now is wait and hope Bungie fixes the game since I don't have the money to buy a new computer. the fun of being on disability, no major money.
