OOOOOKEY - so how I understand this is:
Since these two mentioned AMD processors are officially supported (this is stated in their minimum requirements) he must be talking about a fix for PHENOM.
Probably - a fix for PHENOM - beeing as a AMD processor - has a risk of screwing up already supported AMD processors, so this is why he mentions that the fix should be fine for these two as well.

To put it simple: SSSE3 are a couple of commands for CPUs to either work around with algorithms, Bungie now has to rewrite every aspect of the game that is using the SSSE3 functions in order to make it work with those CPUs, this will fix the problem for Phenom CPUs but ALSO for every CPU out there that doesn't have SSSE3 integrated.
