Try this
Head to
"C:\Users\"Your Username"\AppData\Roaming\Bungie\DestinyPC\prefs\"
in Windows Explorer
open the cvars.xml
and modify
cvar name="window_mode"
make the value a "2"
English

The new Nvidia Driver (388.13) fixed the fullscreen issue for me. Try giving that an update

Another way to get there is to use the keyboard shortcut of “windows key” + R and then type in %appdata% and from there navigate to the path I provided

The restricted cursor movements seemed to be related to initially choosing Fullscreen mode and changing this as specified fixed it. I also noticed these lines in the cvars file: Fullscreen mode was initially set to something like 1920x1080 resolution. Well, that's not the screen size of my laptop which has a resolution of 1366 x 768. When I changed it to the following, Fullscreen mode seemed to work. <cvar name="fullscreen_resolution_width" value="1280" /> <cvar name="fullscreen_resolution_height" value="720" /> But I don't know if this is a proper solution for Fullscreen mode as I didn't notice a significant improvement in FPS in [b]Fullscreen [/b]mode compared to [b]Windowed Fullscreen[/b] mode. Maybe some others can do more extensive testing. Hopefully, Bungie can implement a proper working Fullscreen mode for laptops if this isn't a proper solution.

Until The issue with us not being able to correctly go into Fullscreen mode is fixed... I’ve noticed improvements by disabling Vsync
