Most if not all of the so-called broken things are scripted and not hard coded. The core changes to the code were to remove the logic needed to support the PS3 and Xbox 360 hardware. While the PS4 and Xbox One hardware is very similar they are different. In addition, Xbox Live and PSN are different, so the net code is also different.
Bungie already announced that Iron Banner weapons will be purchasable.
I have two observations on D2. First, a lot of D1 players compared the end of D1 with respect to their gear, abilities, and light to the beta and D2 as it exists today. Since Bungie stated that D2 was a reboot, gear, abilities, and power were all reset. So we all had to rebuild our characters to the be closer to the levels we had at the end of D1.
Secondly, Bungie in an attempt to get new players involved the game was made easier. Will it get more difficult with the various seasons and DLC? I don't know.
If you take an objective look at the changes to D2, they were all driven by comments regarding D1. Bungie listed to the community and now the community is complaining
For me, D2 is still fun to play. I play on both consoles and will continue to do so.
The bottom line, is I don't think the code is broken. I also think we will see an evolution in Destiny gameplay. Bungie has already spoken to some of the changes. I am sure there will be more to come.
