They don't want us to get all the gear in one go... sure... Then most people have 3 characters, most people will be lucky enough to get a whole set or even the majority of a set on one character let alone 3. They should have just kept it like the D1 system where he sold specific pieces of armor/weapons that players could buy after a certain rank. If Bungie really didn't want people to get the whole set all at once, then that's how to do it while not pissing people off. That and they could give people a rare chance to find other IB gear pieces on post-game drops. The RNG shouldn't come after we've already grinded the IB playlist, Bungie is basically making people grind the playlist for nothing, to then have to leave the playlist to go to the tower to pass in tokens to just essentially roll what should be a post-game reward, and in most cases it's nothing of value.
No one enjoys grinding tokens, just to bring them to saladin to get nothing of value. Every single package I've collected I've felt cheated and like I completely wasted my time. For PvE players, it sucks that IB is a PvP only event and there's no PvE equivelant, they could have added some kind of PvE way to obtain IB tokens like they did with faction ralley, just something so I don't have to waste my time losing 10 matches just to get nothing out of an IB package. Either make getting tokens easier so we can get packages from saladin quicker, or create other avenues for people to acquire them.
On top of that, when I DO get something out of a package it's a duplicate. Duplicates are a huge HUGE issue, nothing for 10 packages and then 3 boots in a row? It's just not fun or rewarding.
