Of the species mentioned, all have gods and/or a transentient being.
The 'Nids have the hivemind, Imperium has the Emporer, Orks have Gork and Mork as well as the WWWWAAAAAAAAGGGHHH, Necrons have C'tan, Eldar have Khaine and Cegoarch and Chaos has itself.
If Tier 0 is "sentient but taking no true form" then it could be argued that everything is Tier 0 to an extent: all species have souls (except Necrons) and those souls reside in the warp. Specially trained people , i.e. Psykers or Eldar, can detach their souls from their body and exist in the warp.

No, I mean that's their [i]true[/i] form: Tier 0, trans- sentient. Dimension/zone hoppers like Mex- won't say that. They have control over all of what they do. While it would not be a good idea for an Eldar or Pyskers to detach their soul, it is possible.
The Hydra may also count. It was planned to be a collective being of every human soul in existence that would exist solely in the warp. The plan failed however.
The Infinity Circuit is also another possibility: it is the soul of every Eldar who died in the last 10000 years, when the final Eldar dies the Circuit will be completed and the Eldar will combine as one to form a God of Death who will do battle with Slannesh.
Edit: Warhammer 40k is definitely built on over kill. Many, [I]many[/I] things are just plain crazy. As a matter of fact: almost all races have some sort of blade that is mono-molecularly edged. If your blade/bullet is not as sharp as physics allow then you won't stand a chance.
