There are four steps in the Flood evolution 1)Feral. There is no Gravemind, the flood just acts on instinct 2)Co-ordinated. A Grave-mind is formed. The flood uses strategic tactics 3)Inter solar. The flood uses space travel to other planets once a planet has been wiped 4) Inter-galactic. The flood has wiped out all life in a galaxy. It goes to another to begin infestation To have come to the milkyway galaxy, they should have wiped out another Galaxy
Which they did... and then were sent to Installation 04, where after the PoA blew up, they took over and came to Earth (inter-galactic travel). They took over another part of the Orion arm before going to the Forerunner's and taking much of it over.
So the flood wiped out an entire galaxy. I would consider that a pretty big win.
Almost an entire one, when the Forerunner's created the Rings, that's what stopped the Flood from dominating the Milky Way.
No. If you read my description to the flood evolutionary stages, I said that the flood only goes to other galaxys after one Galaxy has been consumed. Obviously the Flood must have consumed one galaxy to come to the Milky way
