For the most part the game didn't have timers. However, many stars, which you needed to progress, had a time mechanic to get them. Water levels were the most prominent.
You didn't have to get those specific stars. If you liked swimming, but didn't like timers, that sucked for you. But imagine how easy those stars would be to get without a timer.
