So I've seen people talking about how they prefer Static Rolls or how they prefer random rolls. I've seen others offering suggestions of using mods to give the PVE side of the game more choice with gear.
Though I'd like to make a suggestion.
How about adding 2 sets of perks to each piece of gear? One would be PVE focused and those perks could roll randomly, the other set would be PVP focused and would be static.
They could then use the same system they have for the Ghosts, which would check the activity the player is in and enable or disable the corresponding perk set.
This I think would allow Bungie to keep the balance they want in the PVP side of the game whilst allowing the PVE players the Random rolls they want, giving them those god rolls to grind for.

I'd like a hybrid approach where you get random rolls to start with, but then you are free to change the gun's scopes, perk, talents, and masterworks to whatever you want if you're willing to invest time and resources to do so.

Static rolls with quintuple the current loot pool. Then it's fine

I like static rolls, they let you find a gun that fits the general type of gun you want without a lot of grinding.

Static is better for balance. There are no "god roll" guns, therefore only skill determines the winner.

It was the RE-rolling I had a major problem with. But static overall makes things easier to balance. You make sure you don't put any gun out there too outside the band of normal performance for its class+rpm. I'd be OK with semi-random DROPS (again, no re-rolls). Not completely random, but like some rules. To prevent the RNG from combining too many stabilization perks or whatever. So I'm fine with static. Would like semi-random. Would be OK with random.... so long as there are no RE-rolls out there.

Bungie has stated that they want weapons to feel the same in PVE and PVP, so I doubt any type of separation between the two will ever happen.

1 ReplyRolls should remain static, but reduce the frequency of drops so that when you get a drop, it’s not for the one hundredth+ time, and you have a reason to be excited.

THIS!!!!! this is what I've been saying, will keep there pvp fair, and give the PvE guys Something to grind for. However the raid gear Definately needs Raid perks. Bonus damage to dogs as a example....

Random rolls add the feeling of deep customization to you character as well as an attachment to the gun itself. It should absolutely be in D2. With it being static I could love a perk but hate the gun.

I'm pretty sure they'd tell you they couldn't do it cause they want the game to be consistent between game modes. They want players to be able to run whatever gear they want in both activities but with static rolls tied to a gun that can get random rolls it may not work and besides at that point you should just give Crucible its own PvP only gear. I mean imagine giving someone a trash rolled Better Devils that has a good PvP perk vs a god rolled Dire Promise with a trash PvP perk. You'd likely hang onto both because Devils is good in PvP and Promise is good in PvE. It'd still force players to switch weapons cause one is better suited for the activity. As for the inconsistency the feel may be different since the perks are. For this imagine having an autorifle whose PvE perk is Rampage and its PvP perk is it reloads faster while crouched; its pretty good for PvE but PvP wise the perk is kinda meh so if you go into the Crucible expecting to get the bonus from Rampage you'd miss out and likely switch to one that had High Caliber Rounds or something.

Random rolls in Y3 weren't that bad. Y3 weapons couldn't even roll shitty perks like Guerrilla Fighter for example. Having random rolls and only decent perks or better could have worked in D2. The game is already so generous with the legendary drops so the grind wouldn't even be that bad.
