I wouldn't be surprised since FWC had a bug when you could spam the tokens to get weapons still instead of shaders. So if anybody should be blamed, it would be Bungie.

Just because you couldn’t get engrams from DO Doesn’t mean that you couldn’t continue to level them up. People that wanted DO to win kept ranking them up. The faction that got the highest rank won, not the faction that gave the most engrams
