The extra damage is only in pve. It adds a percentage of the damage, where unlike in pvp it adds the damage, but then takes the same amount away from the initial bullet.

It has a increase of 1 damage in PvP but ya way more balanced in PvP. Even though explosive payload still makes it great in PvP at long ranges compared to other legendary handcannons
