Yea they could of only had 2 unmarked lost sectors a week per planet, with their own modifiers, like mini nightfalls. Then at reset change locations. Like you said they already have 15 to 20 lost sectors on EDZ and Nessus and maybe 10 on titan and io. This would of prolonged the replay ability along with your loot idea.
