M/R/R rolls on Armor should be random
Static rolls on Weapons is fine but Armor needs random rolls. We have to put our own perks into armor and the way it is now I'll never put on any other armor pieces since my M/R/R is where I want it. If these perks were random at least I could try out different armor pieces.
Plus it gives us something to grind for.

Yes! It's like all the good looking armor is mobility focused, which means I'm never going to touch it. Unfortunately it doesn't seem like many people are complaining about this, so it unlikely to get changed.
