New Monarchy wanted to overthrow The Speaker and have Zavala as the king. Not sure if that is over throwing the vanguard.

I remember the original grimoire of the New Monarchy saying that they wished to support the Vanguard and other similar organizations and that they wanted to by the vote of the people to install a single monarch of impeccable character to rule the city but I don't know where it said they wanted to make Zavala king.
