If legendary shards are used as xur's currency then there might need to be more ways to aquire them than just dismantling legendary gear or picking up rank up packages; like completing heroic public events could do the trick. Or others people need a reason to make a public event into a heroic one any way. Edit: guess I don't play long enough to earn tons of legendary shards per day ( I only average play three to four hours twice a week).
