I am also experiencing the same issue. I have not received any of the pre-order bonuses, except the early access to the beta. I love the game and will spend a lot of time on it. But I'm disappointed that this happening to people.

I fixed this issue by going into the Microsoft store, searching destiny, and manually installing the preorder bonus, emote set, etc. my permissions were in place and it allowed me to download it
