Check shaxx at the tower after campaign completion cold heart for pro order people will be available from the gunsmith after the main campaign missions are complete and you unlock the new tower sorry for spoilers.

Thanks for the reply, but I have already beaten the campaign and checked at Shaxx and the ghost shell is not available.
