1st, it can take weeks or even months to make a balanced and playable raid. And assuming they somehow had another raid ready right now, they aren't going to give it out right after they launched their game because players would just eat right through it. It makes more sense to let everyone have their fun with the first one, and when everyone gets bored of it months down the road, they will release the new one. And 2nd, if they were able to make a new pve space available on the raid map, they would have. There are hundreds of variables that go into developing a playable game. Every single decision they made, they made for a reason that you and me probably wouldn't even think of.

Sure, trickle down content...I get it. Don't give to much, keep them paying by creating content droughts and just when the game gets dry drop a new xpac. Look I'm not saying that's a bad strategy, just saying that if the community can see missed opportunities in week two then Bungie certainly did as well. Most games that boast raids usually have more then one at the start and then add new one with each xpac. However Bungie set a different pace in D1, totally get it. However, with all the flak about lack of content for 3 years they had an opportunity to set a different standard, sometimes you just have to go for it. Which is all I'm getting at.
