Here's my theory: You may only be allowed to get 1 set of luminous engrams per milestone (crucible, nightfall, clan xp, and flashpoint) per class type (Warlock, Hunter, Titan). This would be supported by the fact that players who had alt's of the same class would only get the 3 bright engrams (upon completion of the game and level 20) once per type of different class. If they had all 3 types of character you received 3 per character, while if you had 3 of the same class you received the 3 bright engrams only once.
I have come to this conclusion by doing all the milestones today, except for the Clan XP, I then switch gear (guns, armor, all of it) on 1 of my characters and transferred it to another to do the nightfall. I received an item when I finished the nightfall that was correctly level'd and when I went to get my luminous engram from Zavala it was 10 below my current light (what legendary and blue engrams become once you reach a certain power level). It was at this point I thought of my theory. I then went back to the character I started today on with all the same gear and completed the Clan XP milestone and received higher gear I would normally receive from a luminous engram. Then switching to another character and trying the Clan XP and getting normal legendary rewards. Basically proving the theory to myself.
So, if you've already received the luminous engrams from a specific milestone that week you cannot receive it for the same type of character for a second time. It will just revert to a lower legendary engram (hence, why they're so low and don't help you) not helping you to level as you'd expect. My fear, is that this is intentional to slow the progression of a player with 3 of the same character.
The really bad thing is is that it actually hurts you to have more than 1 of a class. With a luminous engram reverting to a legendary engram level, weapons that are devoid of any class restrictions are also granted a low level, something that would not happen by having all 3 of the classes. Making a potential weapon upgrade impossible as well.
I'm simply making this thread to inform people that this is mine and a friends personal belief through experience.
If you also experience this let me know, or if you have something that disproves this, please post as well. I would like to try and come up with some working hypothesis as what's causing it and not just "Please Bungie, fix it". Cuz it may not be changed, but I'd like to figure out why/how it's happening.

Problem with your theory is i'm having 1st time powerful gear drop at lower light. Many have reported that deleting dups character doesn't fix it either.
