I've started to notice this after only a few games.
Though I find it's the quitters causing all the problems.
Second they start losing they leave making a snowball effect then people get put in a game they have no hope of winning.

Happens in competitive mode. In quick play its whatever cause it usually finds someone else. But in competitive mode it seems to lock the matchmaking away once the game has started. So if someone leaves... Well good luck lol.
