Run a full internet diagnostic from your console looking for poor NAT, data loss and high signal latency.
Oh. No wifi as no matter how good they suffer from interference.
Ps. Do a search on B.Net, Destiny app or Google of the error codes you are having to bring up troubleshooting guides.
Same issue. Constant baboon, with intermittent centipede. It was bad before maintenance, but hasn't cleaned up since, as the twitter account seems to suggest.
Perhaps they're being DDoS'ed?
