If you've linked both Blizzard and PS4 accounts to your Bungie.net account, you're good to go. Since your profile is set to private, there's not anyway for me to check to see if you performed the account linking correctly. To make your profile public click Profile > Settings > Accounts and Linking > click display on public profile for the accounts you want viewable then click Save.

Ive linked my playstation 4 account to my bungie .net account but wen i go to link my battlenet to my bungie account it says this accouny is already in use and wen i go back to the accounts and linking screen to try again it says link after my battle net account as in i havnt linking it yet?

Yes, that's right. There's no cross-platform play between console/PC accounts. If you want it on PC/Xbox One/PS4, you have to buy it. Linking console accounts to your b.net account is something totally different than what you're referring to.

No, progress is still not shared across consoles. Meaning, you can have characters at different power levels on one platform as opposed to another.
