I accidentally made two accounts.
I accidentally made two accounts: one for my PC through Blizzard, and one through my XBox. I want to link them together but I'm not able to unlink either account to link it to the other.

Bungie.net will not actually allow you to unlink the only authentication attached to a profile as doing so will permanently orphan the account, meaning it will no longer be accessible. To link your two authentications under one Bungie.net profile, you will have to create either an Xbox or Playstation account (it's free to do so), and link that authentication to the same Bungie.net profile your Blizzard account is linked to. This serves as a ghost account which you can then sign into, and then unlink your Blizzard account from the profile. After that, your Blizzard account becomes free to link to any profile you choose, such as the one your Xbox account is authenticated under.
