I Look Up Where Xur Is Supposed To Be But He Isn't There
So I look it up. He isn't there. So my real question is "does he only appear on Friday, Saturday, and Sunday at certain times?" Is he there at 2 AM PST - ?? AM PST?
Is he there during the day at certain times?
Please answer.

Does he not appear on Legacy Consoles?
