No it's not. Whatever this source is, is completely retarded. Don't forget even well known media makes stories that are misinterpreted all the time (IGN/Polygon/Kotaku all saying after E3 that D2 would release 2 days earlier on PS4).
This is the only actual quote they used to come to their "conclusion":

Which is in reference to Luke Smith mentioning how weapon balance would work in D2. This is taken out of context. Luke was just saying that they would be able to nerf/buff specific weapons in D2 rather than an entire archetype (clever dragon etc.).
