RNG seems to be your main source of creating game time & replay-ability, instead of relying on quality content.
I think if items were very expensive, & had to be earned, it would make obtaining the item way more enjoyable, and you'd have a sense of accomplishment along with earning said item.
So, imo, if items were very expensive, & there were Quests involved, and we knew what we were getting and how to get it, it would be much better than the lazy disrespectful RNG slot machine.
Same goes for weapon and armor perks. Everything should have a path to be earned.
Instead of level 40, how's about level 500, with unlocks along the way?

I totally agree, top tier weapons and exotics should feel special and rewarding, lore behind them through a quest. What's the point of RNG? You can be the best player who puts thousands of hours into the game and never get that item, but a person who plays casually gets it off a boss that took 3 minutes to kill.. RNG is a bad system, it needs to be built from the ground up, a new system.
