The Cabal have what, dinky little rocket guns and shields, WHOOPDEFUKINDO! Necron weapons are seen by lesser races as magic as they can create lightning storms, that by the way rip the soul out of your body, out of nothing. The cabal have to use hundreds of massive ships to create one localized storm. For another comparison it would be like putting God's against cavemen. The fallen can't kill a single guardian without a massive number advantage. So they have less then a zero chance to win. TLDR: The Necrons would win. However against the Hive the outcome would be a little different.
