Fusion Rifles shoot charged particles resulting from rapid nuclear fusion. No solid object to be shot, just whatever causes the fusion to happen is what you 'reload' with. Also, they shoot much slower than any railgun would. -- That's kind of like calling a laser and a solid projectile cannon the same thing. They're just not. If you wanted to be completely honest... Destiny snipers are basically the closest thing to a railgun because they have instant time to target over a 1000m distance (or more, if you find a big enough map), as in, no delay whatsoever when you pull the trigger. That's basically only possible with a projectile weapon like a railgun over certain distances. Other weapons simply shoot the projectile too slowly to be a near perfect insta-hit.
