If you pay attention to the cabal presence on mars and the dreadnought, they, politely put, at first dont seem as powerful as they were described. they seemed to be getting foiled time after time, the sky-burners losing their commanders and then their fleet, the siege dancers losing possession of a land tank and their Valus, and the blind legion constantly in a war with the vex... so wheres all their power? they said they were the most powerful militarily outfit in the system, right? so why are they getting smacked around by pirates, robots, and humans with fire sticks???
in the third cabal grimorie card, two soldiers are talking to each other about a mission to capture the dreadnought. one soldier talks about how that is a job for an actual unit, not a couple scout legions...
i believe that to be extremely important, as we then get the information that the units in our system are just simply scout legions, with "eh" weapons and "eh" equipment and "eh" commanders, while the real legions have legitimate technology, extremely advanced weapons and armor, and even the abilities to destroy entire planets. They destroyed the tower in a couple hours when the fallen could not do it in decades, even with the help of a bio virus. the cabal are probably the only species that posses state of the art technology (besides humans.) the hive use dirt and magic. the fallen find their weapons, and the vex use time, but, to be fair, they really cant use it outside of the vault.

And as powerful as the cabal and their empire is it will only take 6 yes 6 guardians to wreck the whole lot and probably in under an hour so they couldn't be that strong.

I'v been looking at the D1 cabal as a mining operation. Their harvesting ore not conquering planets at that time. Drills, bulldozers, "eh" weapons. Ghost mentions they are planets breakers, and text somewhere ponders why the big moon Phobos was moved closer to Mars and not destroyed. I think it was for the practical reason of fuel saving shorter travel distance from Mars surface to a long range shipping outpost.
