Generally speaking in regards to motherboards, the more expensive it is the more features it has; so by default it does mean that the more it costs the better it is. It really comes down to which features you need. When you see a memory it rated at 3200, it just means that it has been tested and will run stably at that speed. By default memory, DDR4 in this case, will always default to 2133 MHz, and you'll have to go into the UEFI to overclock it to its rated speed. In theory any memory can overclock to 3000 or 3200, but your mileage may vary if using a kit rated at 2133. Here is a parts list that fits your budget. If you do need additional storage you can throw in a 1TB hard drive for about $40.
