Vex huh? That may be a good theory. They spent a lot of time sharing a home planet with cabal on mars. After both suffering defeat by the vanguard perhaps the plan was made to get revenge. They do the light work by teleporting the sensors to another place in time then the cabal come and do the heavy lifting.

I don't think this would happen because I'm pretty sure in the story it says something about how the Vex won't work with anybody.
