30 fps won't be anywhere near a dealbreaker, as the difference is minimal when you look at the big picture. And while it may be P2p, it isn't being done in the same way as d1. You will use destinys servers and be connected to other players via destinys servers, they just don't wanna call it a true dedicated server because it technically isn't, but it is completely different from what we have now. It has been explained on several occasions by bungie. I won't go into detail because I don't know all the fancy terminology but look it up.
