It's a shame but they gave an honest reason and 30fps won't take away any of the enjoyment for me. I'm hyped for this game!

They did give an honest reason you could see Luke (I think it was Luke) look really sad and say that the pros CPU just wasn't capable of 60. Scorpio may be capable but either way they have confirmed that it will be 30 as well.(possible Sony is paying them off there which pisses me off so bad but who knows)

Yes. All three consoles (according to Luke) did not have CPU to lock 60 fps so they went for 30 fps (4K on pro)

Bungie seem less interested in a theoretical maximum fps than they are in having it run consistently at a set framerate and not have it choke in those situations where a lot of stuff's going on at once. Those who are in favour of higher framerates, I can't say for certain but I wonder if they're basically upset that hardware that is capable of up to 60fps is being locked to half of it's maximum potential. To those who do game at 60fps, when a game can't quite keep up and drops below 60fps but still well above 30fps, is it at noticeable as when a 30fps game starts dropping frames? Because there's a part of me that wonders if there are some players who would prefer an unlocked fps that might hover in the range of, for example, 50-60fps. But Bungie, as devs, are more interested in having it pick a framerate and basically stick to it.

Yes, they want console to be smooth without any drops in framerate because that is one thing that makes it feel and look like a quality product. The PRO cannot handle a stable 60fps framerate and they don't want it to drop in those epic endgame activities causing players to blame fps drop and stuff like that. That is my personal take on it. The Scorpio might be able to run 60fps smoothly but we can only speculate on that.
