What was up with the cutscene at the end of ttk with Eris? Is the "hive" part of her taking back over? Who is she working for?

Mara Sov is alive, in one way or another - we know that much. The shard taken from Willbreaker was provided to the Guardian in order to strengthen them for what was to come (killing Oryx and fighting in the Taken War). Any more ulterior motives? We don't know. We don't have the specifics from the conference between Mara Sov, Eris Morn and Osiris. The Queen may attempt to fill the power void left by Oryx. We acquired the Touch of Malice as a representation of his power, but Toland has made it clear that there's still a "seat" that needs to be filled.

What is the "I will not fail" stuff about? It sounds like she's about to do something big, but then nothing really happens?

"I will not fail" refers to her assisting us in killing Oryx. Don't forget that the Taken War rages for a long time after the "Regicide" mission, so it's her acknowledging that a war is coming, and that the Queen's *cough* "sacrifice" won't be for nothing. She gives Shaxx the shard of Willbreaker that he transforms into swords that we use in the war, and she crafts the Touch of Malice. She also sends us to assassinate Alak Hul as well as Oryx's shades. It's partly thanks to Eris that the Guardians won. She did not fail.
