I've seen snippets of Siva lore here and there, but nothing that straightforwardly explains it in its entirety.
Aside from being highly advanced nanomusheens [son], how exactly did they come to be and how/why did they get placed so close to Rasputin's domain in the Cosmodrome?

It was a Golden Age technology developed within Clovis Bray. The potential safety hazards associated with the technology were understated by the researcher heading the operation, Dr. Zhang, and were therefore waved aside by Dr. Bray, the then corporate leader of the company. Another researcher, Zarin, protested its creation, bringing to light the various issues with the technology, but it had already been put into production. As a compromise, Dr. Bray issued the order to install a kill switch within the replication chamber, in the case that their creation did turn rogue. The replication chamber was placed within the Cosmodrome because the technology was to be used in colonisation - landing on a new planet with settlers from Earth, and creating facilities for them as they are needed. The Cosmodrome housed the colony ships, the chamber replicated SIVA so that it could accompany each ship - a match made in science. Clovis Bray was also behind the creation of the Warminds, so it's not too farfetched to assume that they placed the replication chamber close to Rasputin simply for the sake of convenience.
