How to fix the broken icebreaker usage
Create a perk that can randomly come to legendary shotguns, snipers, and fusions that is really rare, and it makes it so that they regain ammo the same way invective and ib do. You did that with hawkmoons luck in the chamber and suros regimes glass half full. Bam problem fixed.

Icebreaker isn't the real problem, if bungie had never implemented the special on death this wouldn't have been an issue at all.

Or they could just have an in-crucible debuff that automatically deactivates Icebreaker's regen. But they'd never do that without doing it in PvE so.....
