The chances are very slim. Not many game devs will make the leap to dedicated servers due to the massive maint they need. Going of of bungies track record with destiny the struggle to make host based lobbies work well, imagine the horror it would be with dedicated servers. Dice gets plaqued every time they release a game cause dice uses dedicated servers and it takes roughly 1-2yrs to get them running smoothly bf4 in particular had an absolute shit first yr cause of the problems with the server and engine but to their defense it was a brand new engine made for bf4 (yes i critisized the piss out of dice too for not testing it thoroughly before launch cause they wanted to beat CoD)
But another thing is destiny (atleast the current one) just simply isnt big enough for them to think about dedicated servers. Your max lobby is 6v6, bf3 had 24v24(bf3 and bf4 xb360) then 32v32 in bf4 for xb1. But games like destiny and cod just arent big enough to really NEED dedicated servers. Would it help out alot....oh hell yeah. But given bungies track record with game and how much trouble they have attempting to keep it balanced i highly doubt they will make the leap to dedicated servers unless the get another game dev company to design and run it.
Would it be great? Yes. Will it happen? Highly unlikely but hey you never know

I understand what you are saying, but do you really think Bungie is going to say anything about that? No, but if they do it's most likely they will lie. I'm only going off of their actions and their actions speak louder than their words.
