The other way it can isnta kill is if you're running bloom and one of your axion bolts hits an enemy with Half health and he explodes next to another enemy. The explosion from bloom will insta kill if the enemy is close enough. That's the only situation an axion bolt can insta kill and it requires 2 enemies and one has to be at half health. An axion bolt insta killing is very situational.
