Honestly while the requirements for outbreak prime were insane (having 6 people then break to 3 of different class, all at the same part, only to then form back into 6 and then back to the same 3 again is total nonsense) it is the closest i feel to what some exotics should be.
If they are going to be this super rare thing with a crazy challenge to do, make it some long quest to get that actually challenges the player, and then have the reward be special, unique, and cool without being so broken it ruins the game for everyone who can't get it.
I do agree with you that it should be more like that and NEVER be RNG based unless its like a bonus chest in a raid or something while still being able to get it through a sure fire method outside of that.

If it's hard and challenging to do then that's cool but if it's tedious like the outbreak prime quest it's boring and you don't wanna do it because it takes so much time if you don't have 3 people of 3 different classes from the start, also if you did not do the outbreak prime quest around the time it came out your chances of actually completing it lower day by day because no one really wants to do it again.

Once a certain % of the community gets it, those that did not in that time frame are going to have an even harder time. But it is still about as close to what the exotic quests should be, at least in my opinion... too many rely on week long time gates or require you to do insane things in PvP (like handy cap yourself with a bad hand cannon, or use exclusively void powers and weapons) switch back to grinding in PvE and then go back to more insane things in PvP. But yeah, i do agree that it was too tedious and had nonsensical group requirements.
