This would only increase the $ cost of paid carries to get the good loot. This would not at all decrease paid carries. If anything it would increase as average or slightly above average players who can occasionally go flawless now will most likely not be able to get the top tier chest. This also would block a large number of players from playing with their friends and clan. Thoughtful idea, but it won't happen.
