Yes that cancer would still exist however it's against the Xbox and PlayStation ToS so unless they start to enforce it by banning them then just deal with those low life skrebs.

I wonder if some sort of IP block could be implemented by MS to prevent people from recovering multiple accounts over the course of a weekend. For example, If I recover your account, then your account get locked to my IP address from r a period of a week. Also, if I recover your account, my console is locked to only playing in that particular account for a period of a week. Perhaps Bungie can keep logs that track IP and accounts that can lock an account from accessing ToO for an entire month after the account is recovered by a different IP address than the one associated with the account. Of course, I am sure there is a better way to work that out.

They can already do that but people don't report them so they don't know it's an issue.

The problem is, how does the average Joe know that someone on the opposing team is playing an account recovery? I can usually tell by comparing their overall KDs with the KD of the current week.
