Is this supposed to be something new? It has been like this since year 1. It is a fun gun to use but impractical.

Yeah its been like this for a while. The drops rate for it has been increased so many of us that never got it year one are now picking this thing up and finally getting to see what the old complaints were about. Now that more people will have it, its a good time to fix some of the issues with it.
