So obviously a lot of people are getting this error code while playing Destiny. But I want to know if Destiny is the only game giving you connection grief.
So far I've had connectivity issues with Destiny, Dark Souls 3, Smite, and Minecraft.
Appearntly the issue isn't anything on your end, that is unless your internet isnt meeting some gaming requirements,.
The issue is actually a system update. The last update for Xbox One has a bug in it that seems to affect 1 in 5 people. The bug basically causes connectivity issues with any multiplayer game.
If you've done any or all of the following, and the problem still occurs, then it is the update:
Ensured your connection to your router/modem is wired.
Unplugged your router/modem along with Ethernet cords for a few minutes.
Soft reboot and Hard rebooted your Xbox, including unplugging it along with the Ethernet cord for a few minutes.
Cleared your persistent storage multiple times.
Cleared your alternate MAC address multiple times.
Removed your account from the system, rebooted your Xbox, and then readded your account.
Opened certain ports in your router/modem to ensure a better gaming connection.
Done a factory reset, keeping your games and apps, to wipe any junk or corrupted data.
Made sure you have an Open nat.
Ensured your download speed, upload speed, packet loss, latency, and MTU meet the minimum requirements.

This means that systems installed on servers which help with player internet problems are missing. Oh. Ps. You did not mention it but remember no wifi as no matter how good it is subject to interference and hence problems. Run a full internet system diagnostic from your system looking for problems.
